The printer will print as many copies as you request via other application such as notepad so i believe this issue to be office suite related because it wont print multiple copies from excel either. Terminal Server 2008r2 will not print multiple copies of any document in word (office standard 2013 suite) to some HP printers on my network (the one id like to concentrate on is an HP LaserJet P2035n).
